CEP: Concentrated Employment Program

CEP provides job training and employment opportunities for the economically disadvantaged, the unemployed, and the under-employed.

Regular Program Services

ASSESSMENT:    assists people in identifying their interests, aptitudes and wants. Individuals complete a computerized program and receive a personal profile.

The EMPLOYMENT PLANNING SYSTEM (EPS):  assists people in identifying how their interests, abilities and
personal needs can lead them to satisfying employment. Individuals learn current labor market information and explore career opportunities resulting in an individualized plan for employment.

LIFE SKILLS:  assists individuals with information and methods to deal with the basic issues of life such as problem solving, budgeting, communication skills, parenting, stress management and self esteem.

In JOB SEARCH (JSS):  job seekers learn effective ways to locate job openings, approach employers, and prepare for an interview. Individuals work together in small groups, exchanging information and providing support to one another.

WORK TRAINING(WT):  is placement in a temporary position with a public agency or nonprofit organization to learn new skills, upgrade rusty skills, establish a good work record, have work skills evaluated, and provide income while the individual is looking for permanent employment.

ON-THE-JOB-TRAINING (OJT):  is full-time employment with a private employer to learn skills needed for a specific position. The employer provides training and supervision, and pays wages and fringe benefits. After successful completion of the training, the trainee is employed on a permanent basis. CEP reimburses the employer for part of the training cost.

WAGE SUBSIDY:  reimbursement of wages up to 80% for 6 months.

CLASSROOM TRAINING (CT):  is funding for adult education or vocational skills training necessary for a chosen
career goal. CEP pays training expenses such as tuition, books and supplies. Job placement services are provided after training is completed.

Programs for Youth

The YOUTH TRAINING PROGRAM:  provides an assessment of pre-employment, basic education and job ready
skills for young people ages 14-21. An individual training program is developed to increase employability skills. Younger students focus on developing workplace values and attitudes. Youth who have completed their secondary education, focus on developing career specific skills through training received in technical college or on the job.

The SUMMER YOUTH PROGRAM (SYP):  provides work experience and career exposure to economically
disadvantaged youth. The worksite supervisor acts as a mentor. Academic enrichment is provided for youth who are deficient in reading and/or math skills.

Programs for Senior Americans

The SENIOR AMERICAN PROGRAM:  assists people 55 years of age or older to obtain part-time employment in
the public and private non-profit sector.

NEW CAREERS FOR OLDER WORKERS:  offers individuals 55 and older career exploration, classroom training, job search and on-the-job training.

Special Programs

DISLOCATED WORKER PROGRAMS:  provide services for laid-off workers or special long-term unemployed
workers who require assistance in training and/or finding work.

FOOD STAMP EMPLOYMENT AND TRAINING PROGRAM (FSET):  provides assessment, employment and
job seeking help to increase employment for certain Food Stamp recipients.

MINNESOTA FAMILY INVESTMENT PROGRAM (MFIP):  MFIP is Minnesota's new cash assistance program
that helps families become self-sufficient. It replaced AFDC on January 1, 1998. Most people will develop an employment plan with an MFIP Employment Services job counselor. By developing an employment plan you may also be able to get help with child care to go to school or training to prepare for work.
